As Health and Human Services Secretary, Mike Leavitt has been the Bush Administration's point man on the latest plot to restrict birth control. The stealth tactics to impose extremist policies on the nation's federal funding program that provides family planning services to low-income women and men emanate from his office.
The proposed regulations, published in the Federal Register August 31st would redefine many forms of contraception — including IUDs and most birth control pills — as abortion. The rules change, which requires no Congressional approval, has vast implications. Pharmacists and healthcare workers who object to abortion could refuse to supply women with contraceptives. Insurance companies could withhold coverage for birth control. Rape victims could be denied emergency contraceptives.
